Score Trends by State
Higher fourth-grade mathematics scores in 15 states/jurisdictions compared to 2022
When comparing state/jurisdiction average scores in mathematics for fourth-grade public school students in 2024 with those from 2022, the previous assessment year,
- 15 scored higher;
- 1 scored lower; and
- 37 had no significant change in scores.
When comparing mathematics scores at the 25th and 75th percentiles in 2024 with scores from 2022, the previous assessment year:
- Scores increased at both the 25th and 75th percentiles for the nation’s public schools.
- Of the 15 states/jurisdictions with higher average scores in 2024, eight had score increases at both the 25th and 75th percentiles; 6 had score increases at the 75th percentile but no significant change at the 25th percentile; and 1 had no significant score change at either the 25th or 75th percentile.
- The score at the 75th percentile was higher in 4 states with no significant change in the average score.
Results for states/jurisdictions reflect the performance of students in public schools only and are reported along with the results for public school students in the nation.

Achievement-Level Results by State
Higher percentages of fourth-grade public school students at or above NAEP Proficient in 20 states/jurisdictions compared to 2022
- In the 20 states/jurisdictions with a higher percentage of students performing at or above NAEP Proficient in mathematics in 2024, increases ranged from 1 to 10 percentage points. Nationally, 39 percent of fourth-grade public school students performed at or above NAEP Proficient in mathematics, which was 4 percentage points higher compared to 2022. Across the states/jurisdictions in 2024, the percentage of fourth-grade public school students performing at or above NAEP Proficient ranged from 23 to 54 percent.
- In 2024, the percentage of students performing at or above NAEP Basic in mathematics increased in 9 states/jurisdictions, with increases ranging from 5 to 8 percentage points. Nationally, 76 percent of fourth-grade public students performed at or above NAEP Basic in mathematics, an increase of 2 percentage points compared to 2022. Across the states/jurisdictions in 2024, the percentage of students performing at or above NAEP Basic ranged from 62 to 91 percent.
NAEP achievement levels are performance standards that describe what students should know and be able to do. Results are reported as percentages of students performing at or above three achievement levels (NAEP Basic, NAEP Proficient, and NAEP Advanced). Students performing at or above the NAEP Proficient level on NAEP assessments demonstrate solid academic performance and competency over challenging subject matter. It should be noted that the NAEP Proficient achievement level does not represent grade level proficiency as determined by other assessment standards (e.g., state or district assessments). Score Trends by District
Higher fourth-grade mathematics scores in 14 TUDA districts compared to 2022
When comparing Trial Urban District Assessment (TUDA) average scores in mathematics for grade 4 public school students in the 25 districts that participated both in 2022 and 2024,
- 14 scored higher than in 2022;
- 0 scored lower than in 2022; and
- 11 showed no significant change in scores compared to 2022.
Of the 14 TUDA districts that scored higher in 2024 compared to 2022,
- 4 districts scored lower than the large city average score;
- 4 districts had an average score that was higher than the large city average score; and
- 6 districts had an average score that was not significantly different from the large city average score.
When comparing district mathematics scores at the 25th and 75th percentiles in 2024 with scores from 2022, the previous assessment year:
- Scores increased at both the 25th and 75th percentiles for large city schools.
- Of the 14 districts with higher average scores in 2024, seven had score increases at both the 25th and 75th percentiles; 4 had score increases at the 75th percentile but no significant change at the 25th percentile; and 3 had no significant score change at either the 25th or 75th percentile.
- The score at the 75th percentile was higher in 3 districts with no significant change in the average score.

Achievement-Level Results by District
Higher percentages of public school fourth-graders performed at or above NAEP Proficient in 17 TUDA districts compared to 2022
- In the 17 Trial Urban District Assessment (TUDA) districts with a higher percentage of students performing at or above NAEP Proficient in mathematics in 2024, increases ranged from 3 to 12 percentage points. Thirty-three percent of fourth-grade public school students in large cities performed at or above NAEP Proficient in mathematics in 2024, which was 6 percentage points higher than in 2022. Across the 26 participating TUDA districts, the percentage of fourth-grade public school students performing at or above NAEP Proficient ranged from 7 to 49 percent.
- In 2024, the percentage of students performing at or above NAEP Basic in mathematics increased in 11 districts, with increases ranging from 5 to 11 percentage points. Sixty-nine percent of fourth-grade public school students in large cities performed at or above NAEP Basic, which was 4 percentage points higher compared to 2022. Across the 26 participating TUDA districts, the percentage of students performing at or above NAEP Basic ranged from 32 to 85 percent.
