Lower fourth-grade reading scores in 5 states compared to 2022
When comparing state/jurisdiction average scores in reading for fourth-grade public school students in 2024 with those from the previous assessment in 2022,
- 0 states scored higher;
- 5 states scored lower; and
- 47 states had no significant change in scores.
When comparing state/jurisdiction reading scores at the 25th and 75th percentiles in 2024 with scores from 2022, the previous assessment year:
- Of the 5 states/jurisdictions with lower average scores in 2024, two had lower scores at both the 25th and 75th percentiles; 2 had lower scores only at the 25th percentile; and 1 had a lower score only at the 75th percentile.
- The score at the 25th percentile was lower in 1 state with no significant change in the average score.
Results for states/jurisdictions reflect the performance of students in public schools only and are reported along with the results for public school students in the nation.

Achievement-Level Results by State
Lower percentages of fourth-grade public school students at or above NAEP Proficient in 3 states compared to 2022
- In the 3 states with a lower percentage of students performing at or above NAEP Proficient in reading in 2024, decreases ranged from 4 to 6 percentage points.
- Nationally, 30 percent of fourth-grade public school students performed at or above NAEP Proficient in reading in 2024, which was 2 percentage points lower compared to 2022.
- In 2024, across the states/jurisdictions, the percentages of fourth-grade public school students performing at or above NAEP Proficient in reading ranged from 20 to 48 percent.

Score Trends by District
Lower fourth-grade reading scores in 4 TUDA districts compared to 2022
When comparing Trial Urban District Assessment (TUDA) average scores in reading for fourth-grade public school students in the 25 districts that participated both in 2022 and 2024,
- 4 districts scored lower;
- 1 district scored higher; and
- 20 districts showed no significant change in scores.
Of the 4 TUDA districts that scored lower in 2024 compared to 2022,
- 1 district scored lower than the large city average score; and
- 3 districts had an average score that was higher than the large city average score.
The 1 district with a score increase in 2024 was not significantly different from the large city average score.
When comparing district average reading scores and the scores at the 25th and 75th percentiles in 2024 with scores from 2022, the previous assessment year:
- In the 1 district with a higher average score in 2024, the score went up at the 75th percentile.
- Of the 4 districts with lower average scores in 2024, three had lower scores at the 25th percentile; and 1 had no significant score change at either the 25th or 75th percentile.
- The score at the 75th percentile was higher in 1 district with no significant change in the average score.

Higher percentage of public school fourth-graders perform at or above NAEP Proficient in 1 TUDA district compared to 2022
In 2024, across the 25 TUDA districts that participated in both 2024 and 2022,
- 1 district had a higher percentage of public school students performing at or above NAEP Proficient than in 2022; and
- no district showed decreases in the percentage at or above NAEP Proficient compared to 2022.
In 2024, twenty-six percent of fourth-grade public school students in large cities performed at or above the NAEP Proficient level in reading. In 2024, across the 26 participating TUDA districts, the percentage of fourth-grade public school students performing at or above NAEP Proficient ranged from 5 to 39 percent; the percentage of students performing at or above NAEP Basic ranged from 20 to 67 percent.
