National participation rates in reading
The school participation rate for the reading assessment was 98 percent (100 percent for public schools and 78 percent for private schools) at grade 4 and 97 percent (100 percent for public schools and 74 percent for private schools) at grade 8. To ensure unbiased samples, NCES statistical standards require that nonresponse bias analyses be conducted for any school or student group with a participation rate that falls below 85 percent. The results showed that school substitution and nonresponse adjustments were effective in reducing the observable nonresponse bias for private schools.

The student-weighted school participation rates are calculated based on the estimated number of students represented by either the initially selected schools that participated in the assessment (before substitution) or the participating schools, whether originally selected or selected as a substitute for a school that chose not to participate (after substitution). The school-weighted school participation rates are calculated based on the estimated number of schools either before or after substitutions.
