Compared to 2002, the percentage of English language learners at or above Basic showed no significant difference in 2009 for all 6 districts that participated in both years. Compared to 2003, the percentage of English language learners at or above Basic increased in 2009 for 1 of the 10 districts that participated in both years and decreased for 1 district.
