Compared to 2002, the percentage of Black students at or above Basic increased in 2009 for 4 of the 6 participating districts, and the percentage of Hispanic students increased in 3 of 6 districts. Compared to 2003, the percentage of Black students at or above Basic increased in 2009 for 3 of the 10 participating districts, and the percentage of Hispanic students increased in 1 of 10 districts.
