Findings

Ninety-four percent of 13-year-olds in 2008 demonstrated the partially developed skills and understandings described for performance level 200.
A higher percentage of 13-year-olds in 2008 were able to interrelate ideas and make generalizations as described in performance level 250 compared to either 2004 or 1971.
