Of the 11 districts that had lower percentages of students at or above Basic compared to large city schools nationally, in eight districts (Atlanta, Boston, Chicago, Detroit, Fresno, Los Angeles, Milwaukee, and New York City) the percentages at or above Basic for at least one racial/ethnic group were not significantly different from their peers in large cities.
