The percentages of White fourth-graders performing at or above Basic and at or above Proficient in 2010 were higher than in 1994. The percentages of Black, Hispanic, and Asian/Pacific Islander fourth-graders performing at or above Basic in 2010 were higher then in 1994. Within all racial/ethnic groups, the percentages of fourth-graders performing at or above Basic and at or above Proficient in 2010 were not significantly different from the percentages in 2006.
