State Exclusion Rate Tables

Percentages of Students in States and Jurisdictions Identified, Excluded, and Assessed in Reading

NAEP has always endeavored to assess all students selected as a part of its sampling process, including students who are classified by their schools as students with disabilities (SD) and/or as English-language learners (ELL) or limited English proficient (LEP). (LEP students are sometimes called English language learners). The decision to exclude any of these students is made by school personnel. School personnel are encouraged to use inclusion criteria provided by NAEP and may discuss their inclusion decisions with NAEP field staff. Some students may participate with testing accommodations.

Read more about the NAEP inclusion policy.

1 Department of Defense Education Activity (overseas and domestic schools). Before 2005, DoDEA overseas and domestic schools were separate jurisdictions in NAEP. Pre-2005 data presented here were recalculated for comparability.

NOTE: Detail may not sum to totals because of rounding. Prior to 2005, students were identified as either English language learners (ELL) or non-ELL; in 2005 students were identified as ELL, non-ELL, or formerly ELL. State-level data were not collected in 2000.
